The numbers game, or policy racket, is an illegal lottery played mostly in poor neighborhoods in U.S. cities, wherein the bettor attempts to pick three or four digits to match those that will be randomly drawn the following day. The gambler places his or her bet with a bookie at a tavern, or other semi-private place that acts as a betting parlor. A runner carries the money and betting slips between the betting parlors and the headquarters, called a "numbers bank" or "policy bank". The name "policy" is from a similarity to cheap insurance, both seen as a gamble on the futureThe game dates back at least to the beginning of the Italian lottery, in 1530. Policy shops, where bettors choose numbers, were in the U.S. prior to 1860. The penny and dime games opened up numbers to even the poorest. One of the game's attractions to low income and working class bettors was the ability to bet small amounts of money. Also, unlike state lotteries, bookies could extend credit to the bettor. In addition, policy winners could avoid paying income tax. Different policy banks would offer different rates, though a payoff of 600 to 1 was typical. Since the odds of winning were more like 1:1,000, the expected profit for racketeers was enormous. In the northeastern United States this game was known as the "Nigger Pool", because of its presence in poor African-American communities.[2] The game was also popular in Italian neighborhoods, and it was known in Latino communities as "bolita" ("little ball"). In 1875, a report of a select committee of the New York State Assembly stated that "the lowest, meanest, worst form ... [that] gambling takes in the city of New York, is what is known as policy playingOne of the problems of the early game was to find a way to draw a random number. Winning numbers were set by the daily outcome of a random drawing of numbered balls at the headquarters of whatever local numbers ring. The daily outcomes were publicised by being posted after the draw at the headquarters and were often fixed. Rigging games to cheat players, and drive competitors out of business, led to the use of the last three numbers in the published daily balance of the United States Treasury. The use of a central independently chosen number allowed for gamblers from a larger area to engage in the same game and it made possible larger wins. When the Treasury began rounding off the balance many bookies began to use the "mutual" number. This consisted of the last dollar digit of the daily total handle of the Win, Place and Show bets at a local race track, read from top to bottom.

By 1936, "The Bug" had spread to cities such as Atlanta where the winning number was determined by the last digit of that day's New York bond sales.Francis A. J. Ianni, in his book Black Mafia: Ethnic Succession in Organized Crime writes: "By 1925 there were thirty black policy banks in Harlem, several of them large enough to collect bets in an area of twenty city blocks and across three or four avenues." This allegedly added ten percent to the Mob takeA player's chance of winning on one number is one in 1,000. In illegal numbers games, depending on time and place, winning on most numbers may pay off as high as 800 to 1 or as low as 600 to 1. Typically, certain more popular numbers, known as cut numbers, have reduced payoffs, typically as much as 20% less than other numbers. The difference between the dollar amount of the tickets bought and the amount paid out is the vigorish, which the bookie keeps to cover overhead and make a profit for himself.Today, many state lotteries offer similar "daily numbers" games, relying typically on mechanical devices to draw the number. The state's rake is typically 50% rather than the 20%-40% of the numbers game. (Pennsylvania even calls its daily lottery "Daily Number".) Despite the existence of legal alternatives, some gamblers still prefer to play with a bookie for a number of reasons. The police offensive recently launched against the policy game has resulted in numerous arrests and the raiding of a "bank" in which three sacks of "slips" were discovered. The payout odds for each type of bet is based on its probability. The table usually imposes minimum and maximum bets, and these rules usually apply separately for all of a player's 'inside' and 'outside' bets for each spin. The first form of roulette was devised in 18th century France. The roulette wheel is believed to be a fusion of the English wheel games Roly-Poly, Ace of Hearts, and E.O., and the Italian board games of Hoca and Biribi, and then the name roulette from an already existing French board game of that title.

The earliest description of the roulette game in its current form is found in a French novel "La Roulette, ou le Jour" by Jaques Lablee, which describes a roulette wheel in the Palais Royal in Paris in 1796. The description included the house pockets, "There are exactly two slots reserved for the bank, whence it derives its sole mathematical advantage." It then goes on to describe the layout with, "...two betting spaces containing the bank's two numbers, zero and double zero." The book was published in 1801. An even earlier reference to a game of this name was published in regulations for New France (Canada) in 1758, which banned the games of "dice, hoca, faro, and roulette." [2]
In 1843, in the German spa casino town of Homburg, fellow Frenchmen François and Louis Blanc introduced the single "0" style roulette wheel in order to compete against other casinos offering the traditional wheel with single and double zero house pockets.
In some forms of early American roulette wheels - as shown in the 1886 Hoyle gambling books, there were numbers 1 through 28, plus a single zero, a double zero, and an American Eagle. According to Hoyle "the single 0, the double 0, and eagle are never bars; but when the ball falls into either of them, the banker sweeps every thing upon the table, except what may happen to be bet on either one of them, when he pays twenty-seven for one, which is the amount paid for all sums bet upon any single figure."
In the 1800s, roulette spread all over Europe and the U.S.A., becoming one of the most famous and most popular casino games. When the German government abolished gambling in the 1860s, the Blanc family moved to the last legal remaining casino operation in Europe at Monte Carlo, where they established a gambling mecca for the elite of Europe. It was here that the single zero roulette wheel became the premier game, and over the years was exported around the world, except in the United States where the double zero wheel had remained dominant. Some call roulette the "King of Casino Games", probably because it was associated with the glamour of the casinos in Monte Carlo.
A legend tells François Blanc supposedly bargained with the devil to obtain the secrets of roulette. The legend is based on the fact that the sum of all the numbers on the roulette wheel (from 1 to 36) is 666, which is the "Number of the Beast."

It was here, because of rampant cheating by both operators and gamblers, the wheel eventually was placed on top of the table to prevent devices being hidden in the table or wheel, and the betting layout was simplified. This eventually evolved into the American style roulette game as different from the traditional French game. The American game developed in the gambling dens across the new territories where makeshift games had been set up, whereas, the French game evolved with style and leisure in Monte Carlo. However, it is the American style layout with its simplified betting and fast cash action, using either a single or double zero wheel, that now dominates in most casinos around the world.
During the first part of the 20th century, the only casino towns of note were Monte Carlo with the traditional single zero French wheel, and Las Vegas with the American double zero wheel. In the 1970s, casinos began to flourish around the world. By 2008 there were several hundred casinos world wide offering roulette games. The double zero wheel is found in the U.S.A., South America, and the Caribbean, while the single zero wheel is predominant elsewhereThe cloth covering with the betting areas on a roulette table is known as a "layout." The layout is either single zero or double zero. The French style layout is a single zero, and the American style layout is usually a double zero. The chip is placed entirely on the middle of a number square. Split: a bet on two adjoining numbers, either on the vertical or horizontal (as in 14-17 or 8-9). The chip is placed on the line between these numbers. Street: a bet on three numbers on a single horizontal line. The chip is placed on the edge of line of a number at the end of the line (either the left or the right, depending on the layout). Corner (or square): a bet on four numbers in a square layout (as in 11-12-14-15). The chip is placed at the horizontal and vertical intersection of the lines between the numbers. Sixline (or 'sixaine'): a bet on two adjoining streets, with the chip placed at the corresponding intersection, as if in between where two street bets would be placed. Trio: a bet on the intersecting point between 0, 1 and 2, or 0, 2 and 3. Even Money Bets: a bet on 18 numbers. This is placed in the box representing the attribute (black/red/low/high/even/odd) that you wish to bet on. Group Bets: a bet on the first, second, or third group of twelve numbers. Column: a bet on all 12 numbers on any of the three vertical lines (such as 1-4-7-10 on down to 34). The chip is placed on the space below the final number in this stringIn the early frontier gambling saloons, the house would set the odds on roulete tables at 27 for 1 - This meant that on a $1 bet you would get $27 and the house would keep your dollar. Today most casino's odds are set by law, and they have to be 34 to 1 or 35 to 1 - which means that the house pays you $34 or $35 and you get to keep your original $1 bet. The house average or house edge (also called the expected value) is the amount the player loses relative to any bet made, on average. If a player bets on a single number in the American game there is a probability of 1/38 that the player wins 35 times the bet, and a 37/38 chance that the player loses their bet. The expected value is:
-1*37/38 + 35*1/38 = -0.0526 (5.26% house edge) For European roulette, a single number wins 1/37 and loses 36/37:
-1*36/37 + 35*1/37 = -0.0270 (2.70% house edge) In roulette the house has the same edge on all other kinds of bets also, because the pay outs are always set as if the zero square(s) did not exist. The only exception are the five numbers bet where the house edge is considerably higher (7.89% on an American wheel) and the 'even money' bets in the some European games, where the house edge is halved because only half the stake is lost when a zero comes up.
The house edge should not be confused with the hold. The hold is the total amount of cash the table changes for chips, minus the chips taken away from the table. In other words, the actual "win" amount for the casino. The Casino Control Commission in Atlantic City releases a monthly report showing the win/hold amounts for each casino. The average win/hold for double zero wheels is between 21-30%, significantly more than 5.26%/2.70% of all players money because players are making repeated bets after winning and losing portions of their total money. This is known in the casino gaming industry as "churning" and is especially true of slot machine players who usually end up losing all their money.
A player with a certain total amount of money may not win or lose all their money instantly, such that the total of all bets they make will often be greater than the total of the money they actually started with. The house edge applies to each bet made; not the total money, which means the player can end up losing significantly more than 5.26% of his starting money. For example it is likely that a player with $100 making $10 bets on red will be able to bet more than 10 times, because sometimes he wins. He may end up betting a total of 20 times on red. This means the expected value is 20*$10*5.26% = $10.52, over 10% of his money is now in the 'hold' despite the game having a 5.26% house advantage. A player who continually bets until they run out of money will give the house 100% hold.
There are a number of series in roulette that have special names attached to them. These are placed by betting a set amount per series (or multiples of that amount).
